Anti-Ragging Policy

Prohibition, Prevention & Punishment of Ragging

Awareness of Ragging

As per the orders of the Honorable Supreme Court of India, relevant UGC Regulations and the Andhra Pradesh Prohibition of Ragging Act 1997, ragging is considered a sadistic act done to derive thrills and is thus a violation of the Human Rights of the one being ragged.

Instructions for FRESHERS

  • Do not submit to ragging in any form.
  • Do not compromise with your dignity and self-respect.
  • Report incidents of ragging to the Anti Ragging Committee.
  • If need be, contact the Anti-Ragging Squad / Anti Ragging Committee of the College or the Principal.
  • The college is obliged to permit the use of communication facilities (Landline and Mobile phones) for seeking help.
  • If you are not satisfied with the enquiry conducted by the College, you may lodge a First Information Report (FIR) with the local Police and complaint with the civil authorities.
  • The college is in any case required to file FIR if your parents or you are not satisfied with the action taken against those who ‘ragged’ you.
  • Your complaint can be oral or written and would be treated by the authorities in strict confidence.
  • Actively participate in all institutional activities intended to end ragging on campus.

RAGGING IS PROHIBITED ON CAMPUS AND OFF CAMPUS

Action Contemplated against students for indulging in and abetting ragging in the college.

Possible Punishments

Depending upon the nature and gravity of the offense as established, the possible punishments, for those found guilty of ragging at college level shall be anyone or combination of the following:

  • Cancellation of ADMISSION
  • Suspension from Attending Classes
  • Withholding / withdrawing scholarship / other Financial Concession
  • Debarring from appearing in any test / examination or other evaluation
  • Withholding results
  • Debarring from representing the Institution in any regional, national or international meet, tournament, youth festival, etc.
  • Suspension / Expulsion from the hostel.
  • Rustication from the Institution for period ragging from FY and SY
  • Expulsion from the Institution and consequent debarring from admission to any other Institution.
  • Collective punishment: When the persons committing or abetting the crime of ragging are not identified, the Institution shall resort to collective punishment as a deterrent community pressure on the potential raggers.

What Constitutes Ragging?

RAGGING CONSTITUTES ONE OR MORE OF ANY OF THE FOLLOWING ACTS:

  • Any conduct by any student or students whether by words spoken or written to by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student.
  • Indulging in rowdy or indiscipline activities by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof in any fresher or any other student.
  • Asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense of shame, or torment or embarrassment so as to adversely affect the physique or psyche of such fresher or any other student.
  • Any act a senior student that prevents, disrupts or disturbs the regular academic activity of any other student or a fresher;
  • Exploiting the services of a fresher or any other student for completing the academic tasks assigned to an individual or a group of students.
  • Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students.
  • Any act of physical abuse including all variants of it sexual abuse, homosexual assaults, stripping, forcing absence and lewd acts, gestures, causing bodily harm or any other danger to health or person;
  • Any act or abuse by spoken words, emails, post, public insults which would also include deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to fresher or any other student;
  • Any act that affects the mental health and self-confidence of a fresher or any other student with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student over any fresher or any other student.

Action to be Taken by the Head of the Institution

On receipt of the suggestion of the Anti-Ragging Squad or on receiving of any information concerning any reported incident of ragging. The Head of Institution shall immediately determine if a case under the penal laws is made out and if so, either on his own or through a member of the Anti-Ragging Committee authorized by him in this behalf, proceed to file a First Information Report (FIR), within 24 hours of receipt of such information or recommendation, with the police and local authorities.

Administrative Action in the Event of Ragging

The Anti-Ragging Committee may, depending on the nature and gravity of the guilt established by the Anti-Ragging Squad, award, to those found guilty, one or more of the following punishments, namely:

  • Suspension from attending classes and academic privileges.
  • Lodging FIR against offender.
  • Rigorous Imprisonment for up to 3 years (under court of law).
  • Fine up to Rs. 2,50,000/- (up to 2.5Lac)
  • Withholding/withdrawing scholarship fellowship and other benefits.
  • Debarring from appearing in any test. Examination or other evaluation process.
  • Withholding results.
  • Debarring from representing the institution in any regional or international meet, tournament, youth festival, etc.
  • Suspension/expulsion from the hostel.
  • Cancellation of admission
  • Rustication from the Institution for period ranging from one to four semesters.
  • Expulsion from the Institution and consequent debarring from admission to any other institution for specified period.

Appeals

AN APPEAL AGAINST THE ORDER OF PUNISHMENT BY THE ANTI-RAGGING COMMITTEE SHALL LIE:

  • In case of an order of an Institution, affiliated to or constituent part, of a University, to the Vice-Chancellor of the University.
  • In case of an order of a University, to its chancellor.
  • In case of an institution of national importance created by an Act of Parliament, to the Chairman or Chancellor of the Institution, as the case may be.

In case any student encounter ragging by any of the students, he/she is immediately required to contact the above members of the anti-ragging committee, who will take an immediate corrective action and necessary proceedings will be initiated against the culprits engaged in ragging activities.
