Yes they can. It is open to all 10th passed students with a flair for art and creativity. The individual may not be a good artist but needs to have a drive to learn. Even those awaiting their board results can apply for provisional admission to the course which gets confirmed where they pass their 10th class.
Apply early as the number of seats per session is very limited with only 15 for Indian and 05 for foreign students.
